That goes right back to Ancient Rome. At least until the empire got really huge, the rule was that soldiers had to have farms in the area they were raised from. If they conquered somewhere, they were given a parcel of land to build a farm on there, and new soldiers were raised from the area as soon as possible. If you're emotionally invested in an area, you have that in mind when you make your decisions.
Or at least that's how I remember it. I stand to be corrected. Policing policy is fascinating shit.
