Allegedly UK policing is 'policing of the community by the community' only it isn't. The police in London commute in and have contempt for the community.
In theory the Met are trying to address it but it's too slow.

Issue there being they can't afford to live in the areas that they would want to I imagine, hence living in suburbia and then heading into work.
Dammit
Contrast the police action, reporting and commentary around a party in Brixton of 400 people and the 2000 gathered at Anfield.
Looks like the policing by consent model only applies in certain areas.
