Mine wasn't. Alloy rack tabs are a terrible idea, get looking for something in steel to replace them.
That looks like a steel part failure though? Or did the rack itself fail too? Those brackets look pretty thin and not a lot of metal once they've been slotted for the bolts.
The broken part is made of alloy, not steel - that was my point
