The rotation of no. 4, the crankshaft pulley, is determined by how fast the engine is running. The rotation of the other pulleys will be inversely proportionate to the circumference of the pulley in question compared to the crankshaft pulley. If they're in good condition the idlers and tensioner pulleys should be able to spin very quickly without any difficulties as there's no load on them. All they have to do is spin, not drive any load.
All other things being equal, does the size and amount of contact with the belt govern how fast each of those 7 items turn?
