found a crack/chip on the top of my steerer
From the imprint, it looks like somebody gronked on a wedge clamp stem too high up and without the Cannondale reinforcing plug in place.
And this is why you don't buy second hand carbon. -

Yep just hoping the imprinted bit hasn’t weekend the carbon, was going to fit one of the longer colnago expander plugs and move stem down so the top section is just a spacer or summit

will get the steerer cut about 1-1.5cm then check the rest of the fork, looks like it is literally a chip on the inside as if its been knocked/dropped then its fractured when stems been tightened

All sorted now, had fork cut down and checked chip hadn’t spread so happy days. Fitted stem a lot lower and fitted a different (bigger) expander plug

Cannondale are a bit funny in their fork instructions - they don’t like it if you run spacers above the stem.

Because you're supposed to use their heavy duty flanged expander/reinforcing plug in a very specific position relative to the stem clamp.
They could avoid the issue by making the steerer from a bit more material, but adding 50g to the fork wouldn't look so good in their marketing material, so they make the fork too light and then void your warranty if you fail to use their 50g plug -

Just make sure the bung is long enough so that the portion of steerer that’s clamped is also braced by the bung.

Service conditions vary a lot, Cannondale may be a little conservative since loads of forks which are just as light don't come with such prescriptive instructions. They are effectively asking you to eliminate hoop stress in the steerer by having the expander provide outward radial pressure to balance the stem clamp's inward radial pressure.
