There's a difference between

1. It's being overstated
   
2. Some people will use it as an excuse for doing nothing else
   
3. If it isn't built on futher the opportunity will have been wasted.
   
4. If it isn't joined up with other issues then it risks obscuring them.
   
   

And

1. It did nothing.
