Not all are the same but its not specifically bespoke to each car.I know Halfrauds have little books in their stores that you filter for make/model/year and it tells you which blade to buy.
I think their website has a thing where you put your number plate in and it filters to the appropriate parts.
You can then google the blade reference for a company you'd rather give your money to. -

Not always, sometimes they just need a good cleaning. You can inspect for wear once they are clean.

You could also try cleaning your windscreen. Toothpaste is good and leaves your windscreen tasting nice! It clearly doesn't need help with its gums so good standard cheap toothpaste and a damp cloth/microfibre.
