It doesn't show in that photo, but there are chalk markings on the pavement and a notice on a lamppost about utility works. I called Westminster Council about it and they are checking with the contractor.
However, I realise that realistically that theft is most likely. Just seems a bit odd, as it is probably not such an easy bike to move on, and stripping it for parts would not bring much. Anyway, reported the theft and keeping an eye out online and in the area.
I hope you get lucky, but what makes you think there were streetworks? That doesn't look like something a contractor would do--for starters, they wouldn't leave a tripping hazard lying around. I suppose there's an outside chance they were revising the plates on the signposts (perhaps for a CPZ change), but unless you saw the same thing with all the posts along the street, and the posts were later replaced with different ones, I would assume that your bike's been stolen. :(
Hope you get it back somehow--it is, after all, very distinctive, and there aren't too many of them about. Check on-line in all the usual places. Make sure you report the theft to police, too.
