Well, either or... They look the same. Why would somebody discard it on the side of the road though? And it's not occasionally I see it, it's everywhere! First, I thought it's cyclists, but then who needs 5 to pump up one tyre, right?
So... people get high and then put all empty ones in the pocket, then stop the car in the middle of a dual carriage way and just dump them? Seems like a lot of hassle.

Take the £200 and contact the manufacturer directly - they probably have a fixed-price repair plan (and possibly a long parts-only warranty where you only pay labour). It’ll be expensive but less than the independent repair.

Just shrunk my OH's new cotton t-shirt in a 40° wash, mixed setting.

My OH says I should have washed at 30° as everything is 30° nowadays.

I don't think a new t-shirt should shrink anyway - it's not a wool jumper - definitely not at 40°.
