How would you decide between the two i.e. which would be better suited for a neo retro build? The Tuyl is aero shaped all around with asymetrical tubing but a little heavier all around. The Joe would require the least investment but it's a little plain...

I’d decide based on which was the more interesting, paint and tubing wise. Weight not really an issue imo unless the difference is huge. Van Tuyl sounds like it might be a nicer frameset
