BCM is Bocama in case you weren't already aware of that.
The downtube shifter bosses and bottle cage boss make it relatively modern (since the mid 70's would be my guess)
A few questions - was it purchased in the UK? does it have a BSA bottom bracket thread?, what size seatpost does it take ? if that's Yes, Yes and 27.2 I'd say you're looking at a custom UK framebuilder.
What are the rear dropouts? are they Campagnolo?The pointy seatstays are quite unusual - hopefully someone else on here will recognise them
