This line pisses me off. I'd rather there were too many tracers, and some sat around, than not enough. If there are 25k people doing anything some of them will grumble to the media.
There are other reasons are tracers are probably shit, for example inexperienced, but some doing nothing is irrelevant.

I think it's more indicative that the system doesn't work properly and the govt just wants to say how many people they've got employed for it rather than how many they're actually processing. The amount of covid related infections and deaths we have in this country means they shouldn't be short on work.

There are other reasons are tracers are probably shit, for example inexperienced, but some doing nothing is irrelevant.
They were employed purely to hit a target, so many of them are literally just bums on seats. I'm sure they are/will be needed and I'm sure eventually they will be useful, but they have had little to zero training and I'm sure a significant number actually won't be very good at it.
Yet another example of the government setting an arbitrary number and 'hitting' it, but not actually doing anything of substance.
I thought the track and tracers were just watching Netflix all day.
