Look at what happened in Italy - they locked down the North, people who had second homes in the South headed there and took the virus with them. Virus spread initially in cities - people taking it to rural second homes would have been a disaster.

The problem is that they are involved in politic, no matter how much they claim they don’t want to “talk about politics”.

Both, I think. Just because he's hoping to evade inheritance tax doesn't make it not his second home, if he's on the deeds.

I think most people would infer that the cottage is owned by the land owner but here is what he said:
