It'd be hard to justify such a deep investigation for what would essentially just a few petty crimes. Regardless of the publicity the Police have to use fair and proportional resources to look into any specific offence. They can't throw thousands of man hours and ANPR/camera checks at what would probably just amount to a few small fines under the lockdown regulations. If it was a murder then yes, but not just for this.
Doing so would also set a dangerous precedent for abuse of police powers.
