I'm baffled and trying to work out why he would do this. Here's my current best guess: now that it's clear a legal investigation is/will take place in Durham, he can just say "I can't comment on the specifics but I deny I did anything wrong."
Or he thinks he has evidence which will refute the claims of the witnesses.
