Did some 853 frames have those OS downtubes too?

I did a repair on a Graham Weigh with the same downtube which was apparently Reynolds 631
Reynolds have done custom drawn and shaped tubes for builders for a long time. Might not be a stock tubeset -
853 ( or 531 ) millennium?
Donohue built bikes for weigh out of both of those I believe

What steel tubing is this? Hard to exactly tell from pic but whilst it looks quite large diameter it's very much vertically elliptical/flat?
