A hairline crack on the outside of the tube means there's been to much tension on the inside of the tube (the expander too tight?). So have looked after it by an expert.
I'm sure London carbon repair shops have the same knowledge and skills to repair it. I was only giving the Dutch shop as an example. Maybe new forks are the cheapest solution?
