I would say that I imagine it would be unlikely for someone to think it would be worth counterfeiting a 1 1/4" threaded headset as the cost to set up the design and manufacture it would be comparably high to the number they'd sell.
Much more likely to find fake 1 1/8 threadless and similar.
It may just be really old stock that nobody has bought in years and they're now selling it at cost to get rid.
