I haven't watched the Sky News clip.

The £2bn is money that was announced in February - https://www.theguardian.com/uk-news/2020/feb/10/johnson-plans-5bn-boost-for-bus-services-and-cycle-routes

I read that this translates to a confirmed £250 million confirmed for pop-up bike lanes and pavement widening in England this year. Not sure if this is over and above any pre-existing commitments however
