This is just another messaging exercise with the government trying to (as ever) have their cake and eat it.
First - shift the onus and responsibility to the public. 'We've done our bit, you haven't stayed alert enough or controlled the virus well enough.' There will be plenty happy to blame 'covidiots' for the next peak, rather than this government.
Second - make it seem like lockdown has changed when it hasn't. There were never any firm regulations about how much you could exercise. If you couldn't WFH you were still supposed to go to work. THey've just put different lipstick on it.
