^^ This. It's easier to pack into 20kg-80kg sacks than 500g-1.5kg paper packets. There's plenty of flour, they just can't package the stuff. If you can contact a small mill and have the money there's every chance of you getting a fuck load of flour. Several in Devon are delivering industrial size sacks to local homes.
