I have two pairs of Wellgo LU-950 and both of those don’t spin. They turn easily but they don’t spin. I put maybe 13000 miles on the first pair and they’re still the same, but at the same time they’re still as smooth as the day I bought them. It must just be the rubber seals. Every other pedal I’ve had spins freely.
