How prescient and very English.
Brilliantly done and all takes place in London, on Fleet Street.

Was the ending leaving open the possibility of a sequel?

I briefly wondered what became of Edward Judd. Looks like he might have been (one of) the inspirations for Matt Berry's 'Toast of London'.

The ambiguous ending was aimed to put a British Stamp on this SciFi B-movie to contrast it to the American clear cut films in the same genre.
Perhaps,
Or as you say, set up a sequel.
Let's just leave this open ended
