tl;dr - fresh seeds work better, keep them in a warm, moist enviroment (but not soaking wet), about 22-28°C (depends a bit on the kind of seed) - a good option is to have it in small tupperware canisters with a lid, folded sheet of kitchen (paper) towel that you keep damp, put all this on your WiFi router and wait, they germinate in 2-20 days (again, depends on the kind of chilli).
