2019 Fugio framesets are reduced atm (thou not sure on the colour or weight). Add a steel fork?
The Velohold IconX seems to fit all requirements and is a modern frame, but can't find much about them... https://www.veloheld.de/veloheld-iconx-frame

i really don´t want a carbon fork since iam running a front rack
Alternative is the On-one Bootzipper which will need some drilling on the fork to accept a porteur style rack.
