It's for NHS Charities Together, not for the NHS. The money doesn't get spent on PPE, salaries or equipment (unless it's funding something very specific via a specific charity).
The charity raised ~£450m last year, about 0.3% of last years' NHS budget. Yes, in an ideal world the Government would cover the majority of this, but since some of the money goes on things like Christmas lunches for NHS staff you'd probably get some mad frothing bunch of wankers complaining about this coming out of Government funds.
Also, some people have droned on about stairs being dangerous, especially for old people, but she's doing it over the course of 2 months so it's 4-5 trips up the stairs a day which is probably not far off what she does in a normal day.
(Sorry, sounds grumpy about an elderly woman doing this but people are getting very het up about it for all of the wrong reasons.)
