I don't get it. Either the bike functions properly or it doesn't. If I buy a new frame and it starts killing BBs every month because it's on the piss I will get a refund. If it's not on the piss, I won't be asking for a refund. I'm not going to measure it up to check though. Who else is going to measure it to check and where's this tolerance limit increase you're talking about? Some companies are going "oh, our bike only kills your BB in 8 months so no refund"?

Some are so bad you can't actually fit a BB in them in the first place. Hambini also makes custom BBs to compensate for terrible manufacturing and companies like Boardman who refuse a warranty claim on a brand new frame with BB shell that was undersized, oval and forward/back and high/low out of alignment.

your BB in 8 months so no refund"?No, they bugger you about getting the shop to fit new bearings a few times, then eventually if you complain enough they measure it and then they say we don't care how quickly it knackers bearings, it is within tolerance so you can do one.
Try reading the prior paragraph which you've unfortunately left out of your quote (increasing the acceptable tolerances to avoid liability).
