It's made by Recycle, says it on the nds toptube, they convert old racers/road bikes into cargo bikes.

Seen on Facebook, this looks great. Any idea what the frame is?
Given the lugs and the logo on the seatstays, my guess would be it's a one-off 90s mtb cycletruck conversion with a fresh powdercoat.

That started life as either a Raleigh Mirage or Yukon, the seat stay caps are a giveaway:
