Pipe cutter, compression joint, chisel out a bit more of the joist if need be for it to not foul the floorboard, and bobs your uncle.
Edit: tho tbh I’m not sure I like the look of the corrosion on the elbow below- might be worth replacing that while you’re there
It seems to be holding up so far.

Will the board fit on top. Why not just solder a new piece?
