Pack some rubble in, top with mortar then I'd expect you can just use tile adhesive and grout directly on that without the need for leveling compound. I think you'd get it level enough with a length of wood and spirit level

Probably (the site put me in a queue!). Check the specs for your tile adhesive too. It will say whether it's suitable for applying directly to mortar or whether it needs sealing first
