IME it’s always a duff cable or lint. Worth trying an insulated paper clip, compressed air, a lens blower, a toothpick etc in succession. You could also try powering it down and using contact cleaner on the port terminals.

I've found when a battery goes completely flat in an iDevice, a decent genuine Apple cable is sometimes required to wake it up.
Also check the Lightning plug contacts for black gunk, especially the centre (power) contacts. The best way I've found to get rid is scraping a coin sideways over it like a scratchcard.

Thanks all, I have tried all these things including the lint in the charger port, to no effect.
