I'd always thought it was just the seeds, as we had one at home and my parents told me not to eat the seeds, but a little research says all parts can contain cytisine. Still, after a bit of a trip down this particular rabbit hole, it seems that there are only significant concentrations in the seeds and bark, so I think they're probably OK. Also, it seems one needs to ingest a fair bit of the tree's tissues, so unless one gnaws regularly on a spoon, the risk seems very low.
Recent whittles. The dark ones are laburnum, the little butter knife is holly, and the pale ones in between are hazel.
