I live in a flat so I normally buzz them up and then stick my head out of the hall window which so I can look out at the lobby window. Then give them a thumbs up as they come through, to signal to leave it by my door. Its been very successful so far.

A case of "we didn't bother then" rather than "you have 3 seconds to run down the steps" the local RM van postie is really good at that. Not the regular one, he always waits and is happy to have a chat.
As you say probably super busy, maybe UPS is reducing targets so people don't have to make things up, but I'm not sure.
All Saints now tells everybody deliveries take longer, but they use DPD.

Everyone here knocks the window / door, drops parcel, runs 5 meters and shouts PARCEL!!! which is fair enough. Don't be surprised if it ends up in a bin or random place with a "it's in the garden" note.
I guess covid19, nor anything, will never change courier company excuses :)
