They've said they won't engage in tit for tat blockages. It's only useful to withhold the pulp if they have a factory that needs more than it can get. That said I understand there is a factory in Canada which can make the masks which is scaling up production so perhaps they'll just get all they need and the US gets what's left, if anything.

In honesty, in times like this, I'm neither surprised nor inclined to look negatively on a government that is putting its citizens first. Don't get me wrong, nothing else he's done has been right but at least in taking the opportunity to screw the Canadians (which is as likely a reason as helping America), he's helping the first responders in the USA.
That said, Trump being Trump, it's entirely possible the whole order is for him, his family and his mates "just in case".
