In honesty, in times like this, I'm neither surprised nor inclined to look negatively on a government that is putting its citizens first. Don't get me wrong, nothing else he's done has been right but at least in taking the opportunity to screw the Canadians (which is as likely a reason as helping America), he's helping the first responders in the USA.
That said, Trump being Trump, it's entirely possible the whole order is for him, his family and his mates "just in case".

Apologies if a repost, Trump bans 3m exporting N95 masks to Canada. All the medical grade pulp used to make the masks comes from Canada.
