• Collaborative cabinet decisions could be a good thing

It could, but traditionally Cabinet has not been a democracy. The PM assesses the 'mood' of the Cabinet and decides what the Cabinet would have decided. Essentially the Cabinet is advisory.

Johnson's sole good quality, according to people I know who worked with him while he was Mayor, is that he chose competent people to delegate to, and mostly let them get on with the job. Quite possibly due to laziness, admittedly. I'm not sure Raab has even that meagre quality of knowing his own limitations.

  • is that he chose competent people to delegate to, and mostly let them get on with the job.

It would be good to think that these people will still be around whatever happens to Johnson

  • They probably are. They might well not be in the same jobs though after all this time. And Raab might well not let them get on with those jobs, rather than trying to micromanage things himself.

There's a long list of people I think would do a better job of being PM than Johnson. I think the list is longer for Raab. Needless to say, neither would be my first choice. As I said, lesser of two evils.
