Collaborative cabinet decisions could be a good thing
It could, but traditionally Cabinet has not been a democracy. The PM assesses the 'mood' of the Cabinet and decides what the Cabinet would have decided. Essentially the Cabinet is advisory.
Johnson's sole good quality, according to people I know who worked with him while he was Mayor, is that he chose competent people to delegate to, and mostly let them get on with the job. Quite possibly due to laziness, admittedly. I'm not sure Raab has even that meagre quality of knowing his own limitations.
Agree. I wonder how aware Raab is of his limitations. Collaborative cabinet decisions could be a good thing
