    Might not be worse. Can't be any better. Raab is, after all, the man who as Brexit SoS expressed surprise at the amount of trade passing through Dover. Hardly seems like a fact-driven man on top of his job. I'm no Johnson fan - far from it - but I find it difficult to see Raab as the lesser of two evils.

    It could, but traditionally Cabinet has not been a democracy. The PM assesses the 'mood' of the Cabinet and decides what the Cabinet would have decided. Essentially the Cabinet is advisory.

    Johnson's sole good quality, according to people I know who worked with him while he was Mayor, is that he chose competent people to delegate to, and mostly let them get on with the job. Quite possibly due to laziness, admittedly. I'm not sure Raab has even that meagre quality of knowing his own limitations.
