So- given that we're on the receiving end of a chinese whisper- I would not be surprised if Intensive Care ==Critical Care, and represented a HDU setting. Equally, I would not be surprised if it was a true Intensive Care Unit.
Use of words intensive care suggest admission to dedicated beds and the creation of a CCMDS for level 2-3 care.
They could have used all sorts of euphemism but telling the truth with minimal explanation avoids accusations of obfuscation in the future.
