    It is the former, but you'll wish it was the latter. The extra from going on the outer position is more like 7-8mm depending on thickness of the ring you put in the outer position. With the stock ring the chainline in the outer position is going to be 50mm, based on the following measurements just taken from one sample (I've got two, but there's a limit...)

    Stock chainline = 42.6mm
    Stock ring thickness = 3.2mm
    Spider tab thickness = 4.2mm

    If you want a chainline in the 47-48mm region, you'd be better of with the FC-4600 if you can find one, or any other road double with a 43.5mm chainline if you're not trying to look as Alfine as possible.
