I am genuinely impressed about how such a simple message can be bungled so badly.
The lack od awareness required to not realise that other countries near to us have tried gentle guidelines and found that they do not work is staggering.
If you make a rule then you are responsible when it's repeatedly broken. If you give guidelines then who is first to blame if those guidelines are not followed? Not suggesting that's what is happening in this instance. :) Oh and those pesky millionaire footballers too.
