If you look at the area brockwell park serves, there's not many green spaces that are easily accessed by people.
Add in perception of risk, the population most at risk, sunshine, and "experts", and people being inside most of the time.
It's not difficult to see why it happens.
It's not easy.but still. It's a bit maddening.
