Needle-nose mole/vise-grips might get enough purchase on the nut (up the bottom of the steerer) to back it off an eighth (well, probably more like a sixteenth) of a turn at a time.
I know they exist because I've got a pair, but I'm buggered if I can find them at the moment, or I'd offer a loan ...
