Normally yeah, but the bolt is backed right up into the nut, there’s probably only 2mm depth left and it’s not enough to grip it. It’s also too seized for needle-nosed pliers to be effective. I’ve soaked it in plus gas and will try the slot method tomorrow. While I’m stuck at home I don’t have access to proper workshop tools or even a bloody vice but I’ll give it a go.
try spanking a torx bit it there that's slightly too large?
or if the underside of the steerer tube isn't capped off could you get some needle nosed pliers on the outside of the bolt inside the steerer tube and undo it from the inside.
