Can you disassemble the caliper from the front and remove the bolt from the back?

No. I can get the left arm off but the rest is attached via the centre pivot.

If you have access to a blow torch you could invert the bike remove the wheel and heat the sleeve nut in the steerer tube. It might make it let go enough with whatever method you choose to turn it.
You might have to remove the forks to prevent boiling any bearing grease.
