not really though is it. if we owed £13bn there's no way we would get growth bids approved or even be able to defend our current funding.

Can't quite recall where or who, but I have a nagging memory
that some mendacious politicians were promising '£350m a week for the NHS'.
That £13bn is only about 37 weeks worth.
