    I'd have to disagree with you there. It is pretty obviously a joke based on the (obviously false) premise that frustrated Germans are more predisposed to fascism than any other national group. It's tolerable because it's at worst a joke at the expense of people of equal status and power to the perpetrator of the joke.

    It's not a great joke, it's not a particularly offensive one, but we should at least recognise it for what it is; an unprovoked attack on the civilian population of Germany. On the other hand...
