Yeah the efficiency drive and constant benchmarking between hospitals and metrics are virtually all output based and Lord Carter’s report really pushed it on.
Very much matches my experience of working in the NHS over the last 20 years. Even if CV 19 had not happened the NHS was facing a crisis.
