I too don´t read Italian, but a friend of mine who does paraphrased the reporting out of Lombardia as indicating that loads of Covid-19 deaths are recorded as pneumonia fatalities, which is nothing sinister as it is the final cause of death. Ditto in Germany.

That's possibly true, if they were suspected cases. WHO only released a code to cover suspected cases on 23rd. https://www.who.int/classifications/icd/covid19/en/

Sure, this makes sense as without testing is not possible to determine if it was covid19 or not.
