Sounds like it, definitely a bit weird how that was communicated. Some other interesting paragraphs from that article btw:
The youngest official victim in the UK is thought to be 28-year-old Adam Harkins Sullivan, a painter and decorator from Camden, north London, who died at University College Hospital in London on Tuesday.
A spokeswoman for the hospital confirmed that a 28-year-old man had died on 24 March after testing positive for the virus. “He died with Covid-19. I cannot tell you whether that was the reason he died,” she said.
As bad as the situation is getting or already is, in some cases the death numbers are being increased due to pretty much anyone who is positive and dies of something going into the 'now dead' statistics, irrespective of whether they really died of Covid-19 or not. I'm not sure it makes a huge difference overall, but it looks like it might inflate mortality numbers a bit.
Anybody have any idea what's gone on here?

21 year old seems to have died from a heart attack, but coroner recorded (and told family) it was COVID-19, despite no test having been done..?
Just a really unfortunate case of miscommunication?
